Tracy P. and Lloyd M. Mustin
Tracy Proctor Mustin (Chemical Engineering ’84) grew up in Sanford, North Carolina, in a Wolfpack family. Attending NC State was always the first and only option she considered for college. After graduating magna cum laude, she was commissioned an ensign in the United States Navy Civil Engineer Corps and went on to serve in an active and reserve capacity for 26 years in leadership roles in construction, facilities and environmental management. She retired from the reserves in 2009 at the rank of captain (O-6). Upon leaving active duty in 1991, Tracy joined the Department of Energy/National Nuclear Security Administration (DOE/NNSA), focusing on international nuclear security and nonproliferation programs and the environmental cleanup of the nuclear weapons production sites in the United States. Tracy retired from the
Senior Executive Service at DOE/NNSA in 2014.
Tracy’s husband, Lloyd, also served in the U.S. Navy as a surface warfare officer, retiring from the reserves at the rank of captain (O-6) in 2012. A successful entrepreneur, he founded XLA, Inc. (XLA), an international advisory and services company in 1989. In 2011, Lloyd partnered with the Halifax Group to acquire a majority interest in XLA. The company grew to 750 employees serving in over 40 countries. Lloyd remained as XLA’s CEO until 2016 and currently serves as the chairman of its board of directors.
Tracy and Lloyd established the Proctor-Mustin Family Scholarship in memory of Tracy’s father, Henry S. Proctor, who passed away in 2022. Her dad was a lifelong Wolfpack fan who was infinitely proud of both his daughter and of the various NC State teams he faithfully followed, especially baseball and basketball!
Tracy is very grateful for the education she received at NC State and recognizes it as the strong foundation upon which she was able to build a professional career that offered opportunities for her to support vital U.S. national security priorities, rise to the senior leadership levels and travel the world. This scholarship is a way to honor Tracy’s dad, to give back and to help future generations pursue their goals.
